The U.S. administration is right to identify industrial overcapacity as a critical global issue that impacts the European market. And AmCham Sweden views the EU as a vital partner in the solution. The U.S. and the EU must work together to address the root cause of these imbalances: unfair trading practices from non-market economies.

On Wednesday, the Office of the United States Trade Representative (USTR) launched Section 301 investigations into structural overcapacity in production, targeting several global economies, including the European Union. This move is part of a broader effort by the U.S. administration to stabilize the tariff system following the recent Supreme Court ruling that invalidated tariffs previously imposed under the International Emergency Economic Powers Act (IEEPA).

AmCham Sweden shares the concerns expressed by the American Chamber of Commerce to the EU (AmCham EU) regarding the persistent uncertainty in the current trade environment. Despite the shift in legal frameworks, companies still lack the clarity necessary for long-term planning regarding future tariff rates. AmCham Sweden continues to oppose broad-based tariffs, which disrupt global supply chains and increase costs for both businesses and consumers.

With potential measures against the EU now under consideration, AmCham Sweden calls on both U.S. and EU policymakers to avoid further escalation. The priority must be to restore stability and predictability to the transatlantic trade corridor. While the agreement reached this past summer is not a perfect solution, it remains the most realistic path forward given the current political climate. We urge all parties to honor their commitments under the EU-U.S. Framework Agreement.
